SUBJECT OF THE FIRST BOOK
인간은 자유롭게 태어났지만 어디에서나 쇠사슬에 묶여 있다. 자신을 다른 사람의 주인이라고 여기는 자도 사실은 그들보다 더 큰 노예로 남아 있다. 이 변화는 어떻게 일어났는가? 나는 알지 못한다. 무엇이 그것을 정당하게 만들 수 있는가? 나는 그 질문에는 답할 수 있다고 생각한다.

Man is born free; and everywhere he is in chains. One thinks himself the master of others, and still remains a greater slave than they. How did this change come about? I do not know. What can make it legitimate? That question I think I can answer.
내가 힘과 힘에서 생기는 결과만을 고려한다면 이렇게 말할 것이다. “한 민족이 복종을 강요받고 실제로 복종하는 동안에는 잘하는 것이다. 그러나 멍에를 벗어던질 수 있게 되어 그렇게 한다면 더 잘하는 것이다. 자유를 빼앗긴 것과 같은 권리로 자유를 되찾는다면, 그 민족이 자유를 회복하는 것은 정당하거나 애초에 그것을 빼앗은 자들에게 아무런 정당성도 없었던 셈이다.” 그러나 사회질서는 다른 모든 권리의 기초가 되는 신성한 권리다.

If I took into account only force, and the effects derived from it, I should say: "As long as a people is compelled to obey, and obeys, it does well; as soon as it can shake off the yoke, and shakes it off, it does still better; for, regaining its liberty by the same right as took it away, either it is justified in resuming it, or there was no justification for those who took it away." But the social order is a sacred right which is the basis of all other rights.
그럼에도 이 권리는 자연에서 나오지 않으므로 합의에 근거해야 한다. 그 문제로 들어가기 전에 방금 주장한 바를 먼저 증명해야 한다.

Nevertheless, this right does not come from nature, and must therefore be founded on conventions. Before coming to that, I have to prove what I have just asserted.
